Shipping Rates - How to Assign Shipping Rates per Vendor

If you want to assign shipping rates per vendor or add certain vendors to a shipping rate you created, you'll need to go to Setup > Vendor Shipping Rates > New Shipping Rate OR select an existing one, add the vendor names at the bottom and Save:
